A Study on Collection Development for World Digital Libraries

Abstract
The rapid advancement of digital technologies has fundamentally transformed the methods through which libraries acquire, organize, preserve, and disseminate information resources. Collection development, traditionally associated with the acquisition of printed materials, has evolved into a dynamic process encompassing digital resources, electronic databases, institutional repositories, digitized manuscripts, multimedia collections, and open-access scholarly materials. World Digital Libraries (WDLs) have emerged as significant knowledge infrastructures that facilitate universal access to culturally significant and scholarly resources irrespective of geographical boundaries. These digital platforms preserve valuable documentary heritage while promoting intercultural understanding, collaborative research, and lifelong learning.
The present study investigates the collection development practices adopted by World Digital Libraries and evaluates the effectiveness of digital resource management in enhancing accessibility, preservation, and user satisfaction. A descriptive research methodology was employed, utilizing structured questionnaires administered to 120 library professionals, researchers, academicians, and postgraduate students associated with higher educational institutions. The collected data were analyzed using descriptive statistical techniques including frequency, percentage, mean score, and ranking.
The findings reveal that quality of digital resources, metadata standardization, digital preservation strategies, and user-centered collection policies significantly influence the effectiveness of collection development. Respondents expressed high levels of satisfaction regarding accessibility, multilingual support, authenticity of digital collections, and availability of historical documents. Nevertheless, challenges such as inadequate funding, copyright restrictions, technological obsolescence, and interoperability issues continue to impede sustainable collection development. The study recommends strengthening international collaboration, implementing artificial intelligence-based collection management systems, enhancing metadata quality, and expanding multilingual digital collections. These measures will substantially improve the sustainability and global accessibility of World Digital Libraries while preserving cultural heritage for future generations.
