Abstract
Municipal bodies in Haryana are governed by Urban Local Bodies (ULBs); hence, ULBs are the child of Decentralized Governance. Decentralisation is referred to as a process of sharing of powers by the Central ruling groups with other groups, each having authority within a specific area or the state. Moreover, Decentralisation as a political phenomenon is interpreted as a means to make the state more responsive and adaptable to the local needs than it could be with concentration of administrative powers and responsibility of the state. Due to regional language variations, Municipal Corporations are referred to by different names in different states of India. Thus, all these different names are called in one term i.e., ‘Municipal Corporation.’ A comprehensive Act called "The Haryana Municipal Act, 1973 "was enacted in 1973 to regulate the composition, functions, taxation and allied matters of urban local bodies in Haryana. Municipal Corporation Faridabad was also formed according to “The Haryana Municipal Act, 1973.” The organizational and administrative structure of municipal corporation Faridabad is split into deliberative wing, executive wing and sub committees:
